The Moorov Doctrine: Scotland’s Legal Scandal Destroying Innocent Lives
How a Flawed Legal Doctrine is Destroying Lives
The Moorov Doctrine was never intended to be the backbone of Scotland’s justice system. Originally meant as a narrow exception to Scotland’s long-standing corroboration rule, it has now become the primary tool for securing convictions in sexual offence cases - without forensic evidence, without witnesses, and often without any tangible proof.
The consequences? Dozens of men imprisoned on nothing, but multiple false allegations. Families torn apart. Lives ruined. And worst of all - an indifferent system that prioritises conviction rates over justice.
The Alex Salmond trial in 2020 proved one thing: Moorov can be dismantled when a case is properly investigated. But what about the countless other men who aren’t high-profile politicians? The answer is simple - they don’t stand a chance.
Salmond: The Exception, Not the Rule
When Alex Salmond was accused of sexual misconduct by multiple women, the prosecution relied heavily on Moorov to argue that he had engaged in a "course of conduct" over several years. Had he been an ordinary man, that would have been enough to convict him.
But Salmond had resources - a legal team capable of dismantling inconsistencies, exposing political motivations, and forcing scrutiny of every claim. And when put under that level of scrutiny, the allegations collapsed. The jury acquitted him on all charges.
The message was clear: Moorov only works when the defence is weak. Salmond survived because his case was properly examined. But for everyone else? The system doesn’t care enough to investigate.
The Reality for Ordinary Men in Scotland
Most accused men don’t get the luxury of a forensic deep dive into their case. Instead, they face a system where:
Moorov is used to convict without physical evidence. Multiple accusations alone are considered proof.
Accusations spanning decades are linked together. Even with a 40-year gap between claims, the courts treat them as part of a “course of conduct.”
Juries are told that multiple allegations = guilt. If two or more accusers come forward, the accused is often doomed before the trial even begins.
The burden of proof is reversed. It is nearly impossible to prove innocence against historical claims, yet Moorov ensures conviction in such cases.
Families Destroyed, Lives Ruined
The consequences of wrongful convictions under Moorov extend far beyond the accused.
Families are torn apart. Mothers, wives and children suffer the stigma of a wrongful conviction, ostracised from their communities.
Financial ruin. Legal fees, lost jobs, and frozen assets leave families destitute.
Mental health devastation. Most, if not all, wrongfully convicted men experience depression, PTSD, and even suicidal thoughts.
And for what? A doctrine that has strayed so far from its original intent that it now resembles a legal loophole to bypass corroboration, rather than a safeguard against injustice.
The Case for Urgent Reform
Legal experts have raised serious concerns about the misuse of Moorov, yet political reluctance to address wrongful convictions in sexual offence cases means nothing is being done.
The time gap problem: Moorov should not be applied to cases spanning decades apart.
Higher burden of proof: Forensic or medical evidence should be required before allegations can reinforce each other.
Jury guidance: Judges should instruct juries that multiple accusations do not automatically prove guilt.
But until these changes happen, Scotland’s justice system will continue to convict men based on allegations alone, while the families they leave behind suffer in silence.
Who’s Next?
The Salmond case is probably the most well known example showing how Moorov can be weaponised against a man, but also how those with power, influence and resources (like Salmond) can fight back, while ordinary men are left to face wrongful convictions. We all know too well how often innocent men are convicted simply because multiple false accusations existed.
The reality is that the justice system applies different standards depending on who is accused. Justice should not be determined by privilege - it should be determined by truth.
If Moorov continues unchecked, Scotland will keep imprisoning innocent men - not to protect victims, but to serve a flawed system obsessed with conviction rates over fairness.
The system doesn’t care, but we do and we will fight for our men.

Bit of a long read, but if you can spare few minutes of your day, I would like to hear your thoughts too. Following up on the recent FOI response from Criminal Injuries Compensation Authority exposing the fact that Scottish government has spent £50 million on SO victim compensation in the last 5 years, got me thinking.
Surely, anyone can understand that spending £50 million on compensating alleged SO victims is a political move rather than a genuine effort at justice. What would be a better use of that money? Here’s a few ideas:
1. Reviewing Wrongful Convictions – Funding an independent body to investigate and overturn wrongful SO convictions, ensuring innocent men aren’t left rotting in prison for the sake of statistics.
2. Reforming the Justice System – Investing in fairer trials, better legal representation, and safeguards against false accusations. The current system is broken, rewarding accusations over evidence.
3. Mental Health & Support Services – Rather than throwing money at alleged victims, funding real support services for people affected by sexual violence, including male victims who are often ignored.
4. Preventative Education – Teaching young people about consent, the dangers of false allegations, and the impact of accusations on innocent lives.
5. Supporting Actual Victims of Injustice – Providing financial and psychological support to those wrongly convicted, their families, and those who lost careers and reputations due to false claims.
Throwing money at compensation encourages false claims and does nothing to fix the deeper issues in the justice system.
The decision to spend £50 million on SO victim compensation isn’t just about 'justice' — it’s a calculated political move designed to:
1. Boost Public Image & Virtue Signalling
Politicians love to be seen as "tough on crime" and "champions of victims." By throwing money at compensation schemes, they can appear compassionate and proactive without addressing the deep flaws in the justice system. It’s an easy PR win, allowing them to avoid difficult conversations about wrongful convictions or false allegations.
2. Silence Criticism & Avoid Real Reform
By compensating alleged victims, the government avoids scrutiny of how these cases are handled. If they truly cared about justice, they’d be investing in better investigations, fair trials, and protection against false accusations. Instead, they create a narrative where questioning the system is seen as "anti-victim," making it harder for innocent men to fight back.
3. Strengthen the Conviction-Based System
The justice system in Scotland has shifted from "innocent until proven guilty" to "believe the victim no matter what." Handing out money reinforces this by creating financial incentives for accusations and justifying high conviction rates, even in dubious cases. It helps maintain a system where securing a conviction is more important than seeking the truth.
4. Appease Special Interest Groups & Campaigners
There’s a growing industry around victim advocacy, often backed by feminist lobby groups and NGOs that push for more convictions, fewer legal safeguards for the accused, and easier access to compensation. By funding this initiative, politicians keep these groups happy, ensuring their continued support (and votes).
5. Divert Attention from Failures in Justice
Rather than addressing the real crisis — wrongful convictions, lack of due process, and the impact of false allegations — this move keeps the public focused on "supporting victims." It creates an emotional shield against criticism while ignoring the many men who have had their lives destroyed by false claims and a broken legal system.
The £50 million compensation scheme — and the wider broken justice system — doesn’t "support victims"; what it does is it destroys families and lets real perpetrators walk free, by:
1. Tearing Families Apart with False Allegations
• When a man is falsely accused, the fallout is devastating. His partner, children, parents, and extended family are dragged into a nightmare of social stigma, financial ruin, and emotional trauma.
• Even if he's acquitted, the damage is often irreversible — marriages collapse, children are left without fathers, and reputations are permanently destroyed.
• In many cases, children are weaponized in these accusations, leading to fathers losing access to their own kids based on nothing, but an allegation.
2. Making False Allegations Profitable
• Compensation schemes create a financial incentive to accuse someone, encouraging malicious claims from ex-partners, estranged family members, or even people looking for a quick payout.
• This encourages more false allegations, flooding the system and making it harder to separate truth from fiction.
• The real victims? Families torn apart, men wrongly imprisoned, and children left without fathers.
3. Letting Real Perpetrators Walk Free
• When the system is flooded with false claims, police and prosecutors waste resources chasing innocent men instead of real offenders.
• Every wrongful conviction means an actual predator is still out there — hurting more victims while the system pats itself on the back for "high conviction rates."
• Many real victims are disbelieved because false allegations create doubt, making it harder for genuine cases to get the justice they deserve.
4. Creating a Culture of Distrust and Fear
• Innocent men and their families now live in fear of false accusations, especially in relationships, workplaces, and social settings.
• Fathers hesitate to show affection to their own children for fear of being accused.
• Families break apart as men are pre-emptively treated as guilty, often abandoned by loved ones just to avoid the stigma.
5. Fuelling Repeat Offenders
• The real predators — the ones who know how to manipulate the system — thrive under this setup.
• They understand that an overwhelmed justice system, focused on stats over truth, will let them slip through the cracks while innocent men take the fall.
• False accusers walk free and often re-offend, ruining more lives with lies, while actual criminals go unpunished.
The Bottom Line
The system is destroying families, ruining innocent lives, and allowing real criminals to escape justice. If the government truly cared about justice, they’d be focusing on truth, fairness, and protecting the innocent, not throwing money at a system that rewards falsehoods and tears families apart.
If the government truly cared about justice, they’d invest in fixing the system, ensuring fair trials, and compensating wrongfully convicted men with the same enthusiasm. Instead, they’re reinforcing a dangerous precedent where an accusation alone can lead to financial rewards and ruined lives.
The justice system’s approach to sexual offense allegations is not only flawed, but actively damaging. Serial false accusers are repeatedly enabled, leaving a trail of innocent men whose lives have been destroyed. There are numerous cases where individuals with a history of making false allegations continue to do so without consequence — impacting families, reputations, and futures.
This broken system not only devastates the innocent, but also diverts resources away from genuine cases, allowing real perpetrators to evade justice. When accusations alone lead to financial incentives, wrongful convictions, and irreversible harm, serious questions must be asked about whether justice is truly being served.
What will it take for the public and media to recognize this crisis? Must it happen to them or someone they love before they begin to question the integrity of the system?
JIMS is currently conducting a Broken System Survey to expose the reality of this injustice. A full report will be released in the coming weeks, revealing stories that are both heartbreaking and deeply unsettling. The survey will also expose the weaponization of the Moorov Doctrine and Articles 274 and 275, which are being misused to secure wrongful convictions and silence the accused. Many will find it hard to believe this is happening in a modern justice system but the evidence is undeniable — urgent reform is not just necessary, it is long overdue.

BEYOND REASONABLE DOUBT OR BEHIND PERSONAL PREJUDICE?
WHY ARE JURIES IN SCOTLAND DELIVERING SO MANY GUILTY VERDICTS FOR RAPE BASED ON NO EVIDENCE?
Being called to Jury Service is a bit like joining a Secret Service. The Rules mean you cannot speak to ANYONE about your discussions, deliberations or reasons for your verdict - EVER. And no ‘scrolling’ on the Accused allowed … or so we are led to believe.
But what if you experience another jury member breaking the Rules? Would you report them? What if you feel bullied or coerced into voting for a guilty verdict, when you strongly believe there is not enough evidence to convict? Would you stand firm and speak up? What if your own personal prejudices about the Accused clouds your judgement of the evidence? Would you be honest and transparent about this?
Right now, men accused of rape are being denied their Human Right to a fair trial (breach of Schedule 6) and treated as ‘guilty until proven innocent’. Right now, hundreds of men in Scotland are being wrongly convicted of rape, based on false allegations made by women seeking financial compensation. In a political move to drive up conviction rates at all costs, evidence that would exonerate the Accused is being hidden (Sections 274 & 275) or manipulated (Moorov doctrine) by the Scottish criminal justice system. We can only wonder what impact these restrictions might be having on a Jury’s ability to reach a correct verdict. Alternatively, could it be that corruption is alive among juries too?
Have you have ever done Jury Service at a rape trial in Scotland? Do you believe the Accused was wrongly convicted based on jury bias due to sexism toward men or/and racism, rather than on any available evidence? (Of course, we know you can’t tell us your answer to these questions)
BUT if you HAVE experienced misconduct regarding votes or any other matter in the jury room, it IS your moral (and legal) duty to report this corruption to the court. Whether considerable time has passed since the trial you attended or you are currently in the middle of attending one. What if this happened at the trial of your husband, partner, son, brother, friend and he was wrongly convicted of rape?
Please, act NOW to prevent further miscarriages of justice and destruction of lives of innocent men and their families. No man should lose a single moment of his freedom, let alone 5-10 years of his life, for something he did not do.
AS, JIMS

23/03/2025 JIMS sent and email to Angela Constance - Cabinet Secretary for Justice and Home Affairs.
"Dear Cabinet Secretary Constance,
We write to you again on behalf of JIMS (Justice for Innocent Men Scotland), which has now grown to nearly 400 family members, partners, and friends of wrongfully convicted men, and unfortunately continues to expand rapidly. The group, which we only formed in January, is in the process of becoming officially registered, and we are already gaining the support of other organisations and charities in Scotland.
Despite our previous letter highlighting the deep-rooted injustices within Scotland’s justice system, we have yet to see any meaningful response from you. We urge you to meet with us to discuss the devastating impact this broken system has on thousands of innocent men in Scotland and their families. Ultimately, by allowing these injustices to continue, you are destroying our own country from within.
The current misuse of the Moorov Doctrine and Sections 274 & 275 is directly breaching the human rights of accused men, stripping them of the fundamental right to a fair trial. We recently conducted a detailed survey to gather first-hand accounts of wrongful convictions and the injustices men have faced in sexual offence trials. The response was overwhelming - we received nearly 100 harrowing testimonies from families and individuals who have suffered due to fabricated accusations, police and prosecution misconduct, and unfair court procedures. These cases illustrate a clear pattern of wrongful convictions based on little to no evidence, often driven by the current legal framework’s bias against the accused. In the coming weeks we will produce detailed report regarding survey findings.
Juries are deciding the fates of men after hearing only one side of the story. Due to the restrictions imposed by Sections 274 & 275, crucial background information - such as the history and character of the accuser, past false allegations, and context surrounding the alleged incident - is being deliberately withheld from court. This is a blatant violation of the principles upheld in most other civilized countries and directly contradicts the European Human Rights Act. We want to be absolutely clear: we are not asking for guilty men to be released. We are demanding fair trials for all - trials where the full picture is presented to the jury so that they can make informed decisions based on truth rather than selective, state-controlled narratives.
This injustice is further exacerbated by the scandalous expenditure of over £50 million on compensation to accusers, a system that fuels false accusations and contributes to the so-called rape crisis. Even in cases where the accused is found not guilty, compensation is still awarded - don't you think this could be encouraging fabricated claims? Other countries that have discontinued easily accessible compensation schemes have seen a decline in sexual offence accusations. Yet, Scotland continues to ignore this glaring issue, which is leading to the destruction of innocent lives.
We demand action on the following urgent reforms:
We are not going away. We have already taken this fight to live television last week (seen us on Debate Night?), and this is just the beginning. JIMS is present on every major social media platform, with hundreds of thousands of views and engagement increasing daily. More and more people are joining our movement and opening their eyes to the lack of fair trials in Scotland. We have also launched our website to further spread awareness and offer support to affected families and this is only just the begging.
If you, as Justice Secretary, are unwilling to acknowledge JIMS and what this broken system has done to us, then what exactly is your role in delivering justice? The silence from your office and your continued inaction only serve to strengthen our resolve - we will continue to fight until the voices of our wrongfully imprisoned men and their families are heard.
We insist on a meeting with you at the earliest opportunity to discuss these matters further. The lives of innocent men and their families are being torn apart daily. Justice delayed is justice denied.
We await your urgent response.
Yours sincerely,

Today, we mark a milestone - 300 people standing with JIMS on Facebook alone. But this is not just 300 people. We have many more supporters across other platforms and, more importantly, beyond social media - families who don’t have online accounts but are living this nightmare every single day.
But let’s be clear: this is not a celebration. Every single follower represents an experience of a life shattered, a family destroyed, and an innocent man condemned by a system that has abandoned the very concept of justice.
We know that many more stand with us beyond social media - mothers, fathers, wives, children - who have watched their loved ones be dragged through a process designed not to find the truth, but to convict at any cost.
On this page, we have always committed to facts. We expose the truth about Scotland’s broken justice system:
And yet, despite our lived experiences, despite the countless wrongful convictions we’ve witnessed, yesterday we saw yet another so-called “support group” dismiss the reality we know all too well. They claim that lies and hearsay are evidence - all to cater to 15% of their group, the 180 people they claim to be genuine victims of SO.
And let’s be clear: We know SO exists. We will never condone it. I was a victim myself - not by my husband, let’s be very clear about that! But what this group has done is slap us all in the face by disregarding the reality of wrongful convictions. They have sacrificed 400 of us - 400 real families in Scotland alone - just to preserve a narrative that protects one side while condemning the other without question.
Lies are not evidence.
Hearsay is not evidence.
And a system that upholds these as "proof" is not justice - it is a machine that chews up innocent men and spits out broken families.
This is the reality of Scotland’s justice system. A system willing to sacrifice whole families to "protect" one woman - forgetting the innocence of those they destroy. Forgetting that women lie too.
We are not asking for guilty men to walk free. We are asking for fair trials - for the truth to matter again.
To every man and family suffering under this cruel system: you are not alone. JIMS stands with you. We fight for you. We will never stop exposing the truth.

Why False Accusers Shout Lies While the Real Victims Cry in Silence
The families of innocent, imprisoned men suffer in silence. We endure harassment, intimidation, and slander while knowing that speaking out could harm our loved ones' chances of justice. False accusers, on the other hand, are given free rein to spread their lies and continue their cruelty without consequence. The system not only allows it, but actively enables them to do so.
These people can seek contact, message families and friends of the innocent man, even threaten his children. They mock us, laugh at our pain, appear on television, and in newspapers, spreading their lies however and wherever they wish. They lie about what happened in closed courtrooms, knowing full well that Scotland's laws prevent the truth from being disclosed. Why? Because the justice system grants them unchecked power and protection. This is why we see so many of them seeking their pathetic five minutes of fame. But they forget - while they can say whatever they want, we know the truth and we know who they are and nothing will change that.
A while the false accusers shout their lies wherever they can, where are the voices of the families of wrongfully convicted men the public will ask? Why don’t we see them speaking up? Let me make this clear: it is not because they do not want to. On the contrary, all they want to do is to tell the world the truth about their false accusers. All they want to do is to release the evidence that was unjustly barred from court due to Sections 274 and 275, to expose the accusers for who they really are. All they want to do is to challenge the character assassination their loved ones suffered - but with truth, facts, and evidence, rather than lies and hearsay.
So why aren’t they doing it? Because they can’t. The law protects accusers with lifetime anonymity. And beyond that, lawyers always warn families: “Don’t get involved. Speaking up can hurt the appeal” .That is the brutal reality. We remain silent because we love our innocent men and won’t do anything to jeopardize their chance at freedom. The truth is, we are gagged by a system that has abandoned justice.
It’s no coincidence that organisations like MOJO (Miscarriages of Justice Organisation) and the SCCRC (Scottish Criminal Cases Review Commission) are flooded with wrongful conviction cases in recent years. We all know why. The courts are flooded with liars, and the police and CPS (Crown Prosecution Service) are enabling them for the sake of easy convictions. This isn’t just speculation - it’s a pattern. Remember the recent news about Australian organised crime coaching false accusers on how to fabricate sexual offence allegations for easy payouts? The same thing is happening here, and it’s being ignored.
And if you think, “Why not go to the police?” - believe me, we’ve tried. The response? “Stay off social media if you don’t like the slander.” They have no interest in protecting us. Their only priority is the accusers, as it aligns with the current political agendas.
What about suing the false accusers privately, the public will ask? Good luck with that. It costs a fortune - £120,000 or more - to seek justice through civil litigation. For most of us, that is simply not an option.
The reality is shocking: the system is treating us - the real victims - with utter contempt. Our families are torn apart, our loved ones languish in prison, and the very people who destroyed our lives are handed a platform and protected from scrutiny.
Justice in Scotland is broken. It’s time for change.
JIMS is here to give a voice to those who currently don’t have one. We stand for the families silenced by fear, for the innocent men locked away without a fair trial, and for the truth that the system tries to suppress. We will not stop until justice is truly served.

NEWS TODAY
JIMS has long argued that Dorothy Bain KC, in her dual role as both the Scottish Government's chief legal adviser and the head of the Crown Office, has been instrumental in pushing an aggressive feminist agenda into Scotland's courts. This has resulted in the erosion of fundamental rights for accused men, particularly in sexual offence trials.
Under Bain’s leadership, we have witnessed a justice system that prioritizes ideology over fairness. The removal of corroboration, the further weaponization of the Moorov Doctrine, and further imposition of Sections 274 and 275 - blocking key exculpatory evidence, to name a few - are all hallmarks of a system designed to secure convictions at any cost. Bain’s role in defending and enforcing these policies has stripped innocent men of their most basic human right: the right to a fair trial.
Operation Branchform only highlights the wider systemic issue - when the Lord Advocate wields unchecked prosecutorial power while simultaneously serving government interests, justice is inevitably compromised. Her selective application of legal scrutiny demonstrates the dangers of this conflict of interest. If Dorothy Bain can recuse herself from investigating government colleagues due to perceived bias, why should we trust her prosecution of men under a system that already presumes their guilt?
JIMS calls for an immediate separation of powers and a return to a justice system that values evidence, due process, and true impartiality - something that cannot happen while Bain continues to hold both roles.

EMAIL TO THE LAW SOCIETY OF SCOTLAND & THE FACULTY OF ADVOCATES FOLLOWING UP ON THEIR JOINT INTERVENTION TO SUPREME COURT REGARDING BREACHES OF ARTICLE 6 OF ECHR IN SCOTTISH COURTS
Law Society and Faculty jointly intervene in UK Supreme Court case | Law Society of
Dear RODDY DUNLOP KC & CLAIRE MITCHELL KC & DAVID WELSH & STUART MUNRO & DR SARAH CUNNINGHAM MUNRO,
I hope this email finds you well. I am reaching out on behalf of Justice for Innocent Men Scotland (JIMS) following your recent intervention in the Supreme Court case concerning Scotland’s criminal justice system. Your involvement in this matter is encouraging, and we commend your efforts to address the serious legal issues affecting accused individuals.
We have formed JIMS (Justice for Innocent Men Scotland) in January, and the group has now grown to nearly 400 family members, partners, and friends of wrongfully convicted men, and unfortunately continues to expand rapidly. We currently are in the process of becoming officially registered, and we are already gaining the support of other organisations and charities in Scotland.
We at JIMS have been actively campaigning for reforms to address the current fundamental erosion of the Right to Fair Trial, which is being undermined by weaponization of the Moorov Doctrine, and restrictive nature of Sections 274/275, resulting in hundreds of wrongful convictions,. As part of our work, we have already formally written to Angela Constance, outlining the urgent need for reform. However, to date, we have yet to receive any response.
Our letter detailed:
- The systemic issues within Scotland’s legal framework that lead to wrongful convictions.
- The financial incentives for complainants, including automatic lump-sum payments.
- The misuse of the Moorov Doctrine, allowing uncorroborated allegations to be treated as proof.
- The unfair jury majority verdict system that requires no unanimity.
- The barriers to a proper defence due to Sections 274 and 275, which prevent vital exculpatory evidence from being led in court.
- The concerning delays in Police Scotland’s Professional Standards Department when investigating misconduct or failures.
Given your intervention in the Supreme Court case, we would greatly appreciate your thoughts on whether there is an opportunity to work together towards a class action or another form of collective legal challenge to highlight these serious miscarriages of justice. We believe that a united effort between legal professionals, advocacy groups, and those directly impacted could be a powerful force for change.
Additionally, we have just concluded a JIMS survey to expose the realities of wrongful convictions in Scotland. The results will be compiled into a report showcasing almost a hundred of heart-breaking real-life cases that the public may find hard to believe are happening in a modern justice system.
Would you be open to discussing this further? We would greatly value your insight on how we might take collective action to address these injustices.
I look forward to your response.

The CICA Fraud Pipeline – Government’s ATM for Fraudsters and False Accusers
Please read / like / comment /share to spread awareness of how Institutionalised Fraud Destroys Innocent Lives
The recent Freedom of Information (FOI) response received by JIMS regarding the Criminal Injuries Compensation Authority (CICA) confirms our worst fears – the system is an open invitation for fraudsters to exploit, with little to no safeguards in place. The scheme is being manipulated, leading to an artificial rise in sexual offence statistics, while innocent men are left to suffer devastating consequences.
No Investigation, No Scrutiny – Just Easy Money
CICA has openly admitted that they do not investigate claims of sexual offences. Their decisions are based solely on evidence provided by the police, and shockingly, they do not require a conviction, or even charges, for a claim to be successful. This means that anyone can simply walk into a police station, make an allegation, and walk away with thousands in taxpayer-funded compensation—without a shred of proof.
This system is ripe for abuse. False allegations are being used as a weapon to:
- Ruin reputations and exert control over ex-partners
- Claim free money from the government
- Gain parental rights in custody battles
- Secure favourable divorce settlements
Innocent men’s lives are being destroyed, their families torn apart, and their reputations permanently ruined—all while fraudulent claimants walk away with cash in hand.
Government Inaction: Enabling Fraud, Not Preventing It
The FOI response makes it clear: there are no real measures in place to prevent fraudulent claims. When asked about how they assess the truthfulness of a claim, CICA’s response was stunning in its lack of accountability: We do not hold recorded information to answer your queries. In other words, they don’t even know how many fraudulent claims have been made because they aren’t looking.
While CICA claims that fraud is taken seriously and reported to the Ministry of Justice’s Counter Fraud team, there is no transparency on how often this happens, nor what consequences—if any—are faced by fraudsters. The reality is, even if a claim is later found to be false, the accuser faces no consequences, while the accused is left with a shattered life.
Artificially Inflating SO Crime Statistics
The widespread abuse of this scheme is artificially inflating sexual offence crime rates. Since these claims do not require a conviction—or even a prosecution—every baseless accusation contributes to the growing, misleading statistics on sexual crimes. This, in turn, is weaponized by campaign groups and policymakers to push for even harsher laws against men, feeding the vicious cycle of wrongful accusations and wrongful convictions.
A Call for Action – JIMS Demands Reform
JIMS is calling for immediate reforms to the CICA system, including:
Until these changes are made, CICA will remain a fraudster’s dream and an innocent man’s nightmare. The government is not only turning a blind eye but actively enabling false accusers, while real victims of crime and the falsely accused alike are being abandoned.
JIMS will continue to fight against this gross miscarriage of justice and demand accountability from those in power. The time for action is now.

WHEN WILL SCOTLAND WAKE UP?
Male victims of abuse are being ignored and erased—even their suffering is categorized under “violence against women and girls.” A recent Sky News article reveals that men who survive domestic abuse, rape, stalking, and so-called ‘honour-based’ violence are being placed under policies designed for female victims. This isn’t just insulting—it’s deliberate exclusion.
The Statistics Exposing the Bias
A study by the University of Central Lancashire found:
When male victims aren’t even counted properly in abuse statistics, how can they ever expect justice? The Scottish Government knows this is happening, but instead of fixing it, they double down on ideology over facts.
And it’s not just male victims of abuse being erased—falsely accused men are facing the exact same injustice.
We all know abusive women exist. But if a man is falsely accused in Scotland, he isn’t allowed to present a woman's history of violence, deception, or false allegations in court. Why? Because of Sections 274 & 275—laws designed to silence the truth while allowing women to say whatever they want about an accused man’s past. And thanks to the Moorov Doctrine, proof is optional, conviction is the goal.
Scotland’s government has bought into an ultra-feminist agenda that paints all men as dangerous and all women as victims. This has destroyed justice and torn innocent families apart. When a man is wrongfully convicted, his wife, children, parents, and friends are left behind to suffer. Meanwhile, false accusers walk away with compensation, their lies protected by the system.
And where is Angela Constance in all of this?
She’s having frequent meetings with the accusers—but she won’t even acknowledge us.
She refuses to meet with the falsely accused or their families.
She won’t face the truth—that so many innocent men and their loved ones are suffering.
Why is this? Why is the Scottish Government only interested in one side? This isn’t about protecting victims. This is an attack on innocent men and their families.
Enough is enough. Scotland needs real justice, not a system designed to boost conviction rates at any cost. Share this post and help expose the disgrace that is our justice system.

Justice Beyond Bars: The Hidden Cost of Scotland's Wrongful Convictions
When a man is denied fair trial and then wrongfully imprisoned for a crime he didn't commit, the devastation extends far beyond the prison walls. His family - partner, parents, siblings, children, and close friends - are all forced into an unrelenting nightmare of injustice, grief, and social stigma. While the justice system may see his case as just another conviction, for those left behind, it is a catastrophic upheaval that destroys lives, shatters trust, and leaves wounds that may never heal.
How Many Are Affected?
For every innocent man imprisoned, the ripple effect extends to an average of five to ten close family members. If he has children, a partner, and elderly parents relying on him, the number climbs even higher. Scotland’s wrongful conviction crisis is not just a legal issue - it is a social one, shattering the lives of thousands. With an ever-growing number of innocent men behind bars, we are looking at tens of thousands of innocent victims outside prison walls who live under constant emotional, financial, and psychological distress.
There are hundreds and hundreds of men in Scotland who have been wrongfully convicted of sexual offences, denied a fair trial, and condemned by a system that prioritizes convictions over justice. This means there are thousands and thousands of their family members suffering as well. The sheer scale of this injustice is staggering, and it cannot be ignored any longer.
The Psychological Toll on Families
Imagine waking up one morning and realizing your husband, father, or son has been taken away, labeled a monster by the press, and thrown into a cell for a crime he did not commit. The psychological trauma is immense. Families experience symptoms of PTSD, anxiety, depression, and chronic stress.
Children are particularly vulnerable. Studies show that children of incarcerated parents suffer from emotional distress, difficulties in school, and social stigma. When a child knows their father is innocent, but sees society branding him otherwise, they learn a hard lesson: the justice system does not seek the truth. This disillusionment will shape their future, their trust in authority, and their willingness to engage with a system that failed them.
Is This What the System Wants?
The Scottish justice system operates in a way that values conviction rates over truth. The Moorov Doctrine, Articles 274 and 275 - legal tools that allow for wrongful convictions - are not accidental flaws; they are instruments of systemic failure. By imprisoning innocent men, the system is effectively punishing entire families. This suffering is not just collateral damage - it is a predictable, even expected, consequence of a broken system that prioritizes its own success over justice.
But what happens when those children grow up? They become adults who do not trust the system. They are more likely to disengage from law enforcement, distrust the courts, and reject the legitimacy of the very institutions that claim to protect them. If Scotland’s justice system is already faltering, what happens when an entire generation grows up knowing firsthand that it cannot be trusted?
How Many of Us Are There?
The numbers keep growing. More men are being wrongfully convicted, more families are being torn apart, and more children are being raised in households where the legal system is seen as the enemy. With each new miscarriage of justice, the movement against this corruption gains strength. JIMS is not just fighting for the wrongly accused - we are fighting for the countless families suffering alongside them. We are not a few isolated cases; we are thousands. And we will not be ignored.
The justice system may believe it can keep this quiet, but the truth will not be buried forever. The more families it destroys, the louder our voices become. This is not just about freeing the innocent. It is about exposing the system for what it truly is: broken, corrupt, and in desperate need of change.
For every innocent man behind bars, there are ten more people outside suffering with him. How many more lives need to be ruined before Scotland wakes up? We need to be heard, and the government must acknowledge the damage they are doing to our society.

Scotland Tonight: Important Voices, Ongoing Injustice
On Scotland Tonight, Thomas Ross KC issued a warning that should ring alarm bells across the country:
“Corroboration is the protection that an innocent person has against a wrongful conviction. And when it goes, it will go forever.”
This isn’t just legal theory — it’s the harsh reality for innocent men across Scotland, many of whom have already been convicted without proper evidence, thanks to the weaponisation of the Moorov Doctrine and the gagging effect of Sections 274 and 275.
At JIMS (Justice for Innocent Men Scotland), we know the stakes. We hear daily from families destroyed by false allegations, weak evidence, and a system that too often values conviction rates over truth.
Thomas Ross KC spoke with courage and clarity. His message must not be ignored. Once corroboration is gone, so too is any meaningful protection against miscarriages of justice.
